Increased ICE Detention and ATD in First Update of FY 2025
(19 Nov 2024) In the first updated detention numbers since the start of fiscal year 2025, Immigration and Customs Enforcement (ICE) reports holding 38,863 immigrant detainees as of November 2, 2024, an increase of nearly 1,500 individuals compared to the prior release in mid-September. More than half of all detainees are held by facilities located in one of three states: Texas (12,017), Louisiana (6,779), and California (2,957). The largest facility in the country—Adams County Detention Center in Natchez, Mississippi—detains an average daily population of 2,067 individuals.

ICE also reports enrollment in Alternatives to Detention has increased to 181,888. The ICE offices in San Francisco (19,421) and Chicago (19,379) each monitor more than 10 percent of the nationwide ATD enrollee population. SmartLINK, an app that requires users to report presence via smartphone, remains the technology utilized by ICE in over 85 percent of cases. While ICE offices increasingly report using ankle-worn monitors (18,000) and wrist-worn devices (6000) for monitoring ATD enrollees, these together account for only 13 percent of cases.

Highlights from data updated in TRAC's Detention Quick Facts tool show that:

  • Immigration and Customs Enforcement held 38,863 in ICE detention according to data current as of November 3, 2024.

  • 23,588 out of 38,863—or 60.7%—held in ICE detention have no criminal record, according to data current as of November 3, 2024. Many more have only minor offenses, including traffic violations.

  • ICE relied on detention facilities in Texas to house the most people during FY 2025, according to data current as of October 28, 2024.

  • ICE arrested 8,607 and CBP arrested 15,031 of the 23,638 people booked into detention by ICE during October 2024.

  • Adams County Det Center in Natchez, Mississippi held the largest number of ICE detainees so far in FY 2025, averaging 2,067 per day (as of October 2023).

  • ICE Alternatives to Detention (ATD) programs are currently monitoring 181,888 families and single individuals, according to data current as of November 2, 2024.

  • San Francisco's area office has highest number in ICE's Alternatives to Detention (ATD) monitoring programs, according to data current as of November 2, 2024.
