President Bush, in a nationally televised speech from the White House on May 15, called upon the American people to change the way the United States deals with the immigration situation. In an editorial the next day, the Arizona Republic--while generally supporting the president's plan--quoted a TRAC immigration report and added that enforcement alone is not sufficent. The TRAC report had discovered that in the last ten years, whle Border Patrol staff had more than doubled, its apprehensions had actually declined.
