GOP critique of immigration spending reveals state-federal policy tension
By Emma Davis

The Transactional Records Access Clearinghouse, a nonpartisan research center within Syracuse University that tracks immigration data obtained through the Freedom of Information Act, has statistics on what are called Notices to Appear, which are filed for removal proceedings. These filings have been on the rise in Maine immigration. In 2023, nearly 4,000 people in Maine had NTAs filed, compared with about 2,000 in 2022 and a little more than 1,000 in 2019. As of the latest 2021 data, about 56,000 people who were born outside the U.S. resided in Maine, roughly 4% of the state’s total population of approximately 1.3 million. This foreign-born population reflects a variety of immigration statuses, including naturalized U.S. citizens, green-card holders, refugees and asylees, those with temporary visas and people residing in the country without authorization — though Maine is estimated to have among the fewest unauthorized immigrants compared with other states at 5,000 or fewer in recent years.
