The pandemic created a situation in which many
government services closed down for a considerable time before reopening, thus creating an even larger pile of backlogged cases, adding on to those that had already existed prior to the pandemic.1 74 In 2023, the backlog surpassed 2.4 million pending cases. 17 This marks an approximate 400,000 case increase compared to 2022, where around 1.9 million cases were reported, and a nearly 1 million cases increase compared to 2020, which saw approximately 1.4 million pending cases.....[Citing TRAC data and research.]
