Targeting Immigrants

Targeting immigrants as potential terrorists has shown meager results. According to Syracuse University's Transactional Records Access Clearinghouse, out of 814,073 immigrants arrested and charged with offenses in 2004 and 2005, only 12 faced terror-related charges. Most were charged with "entry without inspection."
