In Tennessee, need for immigration legal help far outweighs demand

Immigration cases are civil, not criminal, which means that no public counsel is appointed. Of pending cases heard at the Memphis Immigration Court, nearly 70% are unrepresented, according to the New York-based Vera Institute of Justice, citing Syracuse University's Transactional Records Access Clearinghouse.
