The Potentiality for Privacy Rights, Once and For All

Established in 1978, the FISC originally sought to review applications by the FBI to eavesdrop on targets suspected of being agents of a foreign power. After September 1, 2001, Congress broadened the court’s power to consider broad surveillance programs, enabling FISC to issue secret search warrants for national security purposes.
