The Government's approach, that of using every possible federal criminal justice statute to prosecute terrorists, eventually turned into a more proactive approach focusing on detection and deterrence. This strategy has apparently been successful. Statistics from the Transactional Records Access Clearinghouse (TRAC), an organization that uses Freedom of Information Act to collect data, using 2001 as the base year, illustrates an increase in conviction rates of those prosecuted either internal or domestic terrorists.
