Policies narrowing access to asylum and other humanitarian protections have been central to the
Trump administration’s strategy to deter arrivals at
the U.S.-Mexico border. Among these has been creation of the Migrant Protection Protocols (MPP) in January 2019, which has forced more than 67,000
asylum seekers to wait in Mexico pending completion
of their U.S. asylum hearings; as of the end of
