Leaving the Devil You Know: Crime Victimization, US Deterrence Policy, and the Emigration Decision in Central America

Though the immigration case backlogand significantly understaffed immigration judiciary have been clear for at least a decade, the surge in Central American women and children border arrivals in recent years has brought the system to the brink of apparent collapse. The number of pending immigration cases has nearly quadrupled since the early 2000s,
now standing at 542,000 according to data gathered by Syracuse University’s Transactional Records Access Clearinghouse (TRAC). As a consequence, the average wait time for a case to be heard is more than double what it was in 1998, standing at 677 days in 2016 (TRAC 2017).
