Corresponding to growth in the system of mass incarceration, the system of immigration detention has witnessed unprecedented growth over the past several decades. Indeed, the daily detained population increased more than 14‑fold between 1973 and 2009 (Patler and Golash‑Boza 2017). While data on the detained population is extremely limited, the Transactional Records Access Clearinghouse (TRAC) at Syracuse University reports that 367,774 individuals were in ICE custody in fiscal year 2015.
