Probably the most comprehensive picture of declined detainer numbers comes from the Transactional Records Access Clearinghouse, or TRAC, a Syracuse University project that uses FOIA requests to obtain and analyze information from federal agencies and check it for accuracy—and those TRAC numbers have big gaps because ICE doesn’t fully cooperate and has grown less forthcoming after changes in ICE’s FOIA policies that came late in the Obama years. |
