When it comes to sanctuaries for undocumented immigrants, it's actually the county that plays the most critical role in interactions with federal agents, according to the Immigrant Legal Resource Center. After an arrest, it's the county jail that processes the individual for incarceration and runs a final check for warrants, alerts and detainer requests from ICE. Like 75 percent of jurisdictions in the country, Winnebago County honors requests from the federal agency to hold individuals flagged by immigration officials. Between fiscal year 2011 and the first quarter of fiscal year 2016, Winnebago County got 543 detainer requests. Of those, ICE agents took 337 individuals into custody for further review or deportation. But over the years, the number of such requests to the Winnebago County Jail has fallen sharply from 196 requests in fiscal year 2011 to 20 in fiscal year 2015, data from the Transactional Records Access Clearinghouse shows.
