Illegal entry and illegal reentry prosecutions exploded over the last two decades. Total criminal immigration prosecutions increased from under 10,000 in 1997 to 40,000 in 2007 and almost 100,000 in 2013, before modest declines more recently to about 80,000 annually — due in part to officials like Hickton exercising good judgment.
