The refugee office finds family members in the United States to transfer the children to until they can have hearings in immigration courts, which have huge backlogs. There are 367,000 pending immigration cases in the United States and nearly 60,000 in Texas, according to Transactional Records Access Clearinghouse (http://trac.syr.edu/phptools/immigration/court_backlog/), a project sponsored by Syracuse University and several charitable foundations.
