Since fiscal 2008, ICE has issued more than 1 million detainers nationwide, according to Greg Munno, a researcher at Syracuse University's Transactional Records Access Clearinghouse.
For about 77 percent of the instances in which ICE asked local police to hold an immigrant, the individual had no criminal record, Munno said. Of the 22.6percent with criminal records, 8.6 percent were classified as Level 1, the most serious offenders.
A TRAC analysis of 21,489 detainers issued in fiscal 2012 and 2013 in Arizona found that 46 percent were for people with criminal records, Munno said. Of those, 17 percent were classified as Level 1.
