Only half of immigration proceedings have resulted in deportation so far this fiscal year, shows data gathered by the Transactional Records Access Clearinghouse at Syracuse University.
As recently as fiscal 2005, more than 80 percent of proceedings resulted in deportation, a figure that dropped to 70.2 percent in fiscal 2011 and 52.9 percent in fiscal 2013. In the remaining cases, immigrants were permitted to remain in the United States.
TRAC suggests that Immigration and Customs Enforcement is at fault for the shrinking deportation rate and says it should improve its screening of cases in order to bring fewer immigrants to court whom judges will allow to stay.
