Transactional Records Access Clearinghouse (TRAC) reports on immigration judges covering 2006-2011 lists two judges in El Paso: Judge Thomas C. Roepke, who had a 96.7% rate of denial, and Judge William L. Abbott, who had a 74.6% rate of denial. Both of these judges’ denial rates seem high to begin with, but the great disparity between their rates is of particular concern. Such a wide difference between two judges in the same city suggests an excessive amount of discretion is vested in immigration judges. A system without a proper measuring stick will not produce consistent results........[citing TRAC research].
