Reporters John Emshwiller and Michael Schroeder decided to investigate whether the government's highly touted prosecution of penny-stock brokers and promoters (along with their alleged mobster allies) had lived up to all the publicity. To give their examination of the stock fraud campaign perspective, they compared the records of the Justice Department in the prosecution of securities swindlers and drug dealers. Their source for the data in their June 27, 2000 was TRACFED.
