Zurawsky's front-page national article focused on a fast-approaching
surge of retirements that experts believe may make it harder for
many federal agencies to achieve their important missions. Seeking
to bring the national problem home to his Pittsburgh readers,
Zurawsky developed a side bar showing that the federal judicial
district in Western Pennsylvania had far fewer federal employees
than many of the 90 federal districts, including two of its immediate
neighbors, Pennsylvania Central and West Virginia North. Zurawsky's
data was drawn from TRAC's new federal staffing layer, now available
in both TRACFED and FEDPROBE. His articles ran on July 17, 2000.
