Very timely government data obtained under the Freedom of Information Act showed that tax fraud indictments brought in FY 2002 as a result of IRS investigations were about half of what they were ten years earlier. The data also showed the decline had continued during the first four months of FY 2003. The trend was surprising because the number of criminal investigators working in the tax agency had remained steady during the decade. Articles, based on the information presented on TRAC's latest annual edition of its IRS Web site, made front-page news around the country.
