Ever since the problems at Enron, Arthur Anderson and other corporations began to emerge in the summer and fall of 2001, the Bush Administration has sought to present itself as being unflinching when it comes to dealing with business malpractice. In the last few months, this rhetoric also became a regular part of the public statements of IRS Commissioner Mark Everson. So it was real news when TRAC's analysis of the latest IRS data showed that business audits were down, corporate audits were down, big corporation audits were down and partnership audits were down. The news drew criticism from organizations like Common Cause and a defensive letter to the editor of The Washington Post from Treasury Secretary Snow.
