Since 2007, federal court litigation of FOIA issues has steadily increased. According to a study released by the Transactional Records Access Clearinghouse on December 20, 2012, there were 720 FOIA lawsuits filed in federal court in Fiscal Years 2011-2012, up from 562 filed in Fiscal Years 2007-2008, before the attorney’s fee provisions of the OPEN Government Act took hold
