Civil Rights Cases Rarely Get to Court


Four years after his son, Roger Owensby Jr., died in Cincinnati police custody Roger Owensby Sr., was still waiting for federal prosecutors to decide whether to charge the officers involved with violating federal civil rights laws. This long delay led Dan Horn, an Enquirer staff writer, to undertake a major investigation of the government's enforcement effort against cops who had been charged with abusing their powers. Using TRAC data, Horn found that in Southern Ohio 96% of these cases were declined by the local U.S. Attorney's office.
