Mark Tapscott: Obama's transparency promises still mostly just words

One of the few issues on which advocates Right and Left agree these days is that President Obama's 2009 promise of "an unprecedented level of openness in government" remains mostly just words. Perhaps most revealing was the finding by the Transactional Records Access Clearinghouse at Syracuse University. The number of FOIA lawsuits -- filed when agencies fail to comply with the law -- increased by 28 percent during the last two years of Obama's first term compared with the last two years of Bush's second.
