Indefinite Detention of Mega-terrorists in the War on Terror By Don E. Scheid
	Federal agencies do not agree on what constitutes a terrorist, according to a study by Transactional Records Access Clearinghouse (TRAC) at Syracuse University. In part, the study found that three highly authoritative lists of alleged terrorists prosecuted by the federal government since sometime in 2004 - each list compiled independently by separate federal agencies - had surprisingly few names in common.
