Hearing on Measuring Border Security: U.S. Border Patrol's New Strategic Plan and the Path Forward
By Marc Rosenblum, Specialist in Immigration Policy, Congressional Research Service

The border patrol numbered just 4,287 when the Prevention through Deterrence strategy was articulated in 1994; border patrol numbers roughly doubled during the remainder of the 1990s as the strategy was implemented; and numbers have more than doubled again in the post-9/11 period (CRS analysis based on data from Syracuse University Transactional Records Access Clearinghouse and USBP Office of Legislative Affairs)
