The border patrol numbered just 4,287 when the Prevention through Deterrence strategy was articulated in 1994; border patrol numbers roughly doubled during the remainder of the 1990s as the strategy was implemented; and numbers have more than doubled again in the post-9/11 period (CRS analysis based on data from Syracuse University Transactional Records Access Clearinghouse and USBP Office of Legislative Affairs)
