Biden starts major shakeup of ICE operations amid prediction of more migrant releases
By Stephen Dinan

ICE averaged about 27,000 people in custody on any given day in July, down from more than 50,000 at the height of the Trump administration, before the COVID-19 pandemic slashed numbers. Meanwhile, ICE tracks 1.3 million migrants in the community awaiting court rulings. That figure has risen 550,000 since 2018, according to the Transactional Records Access Clearinghouse.
