The courts' backlog of nearly 268,000 cases at the end of 2010 marked a 44 percent increase in 2 years, according to the Transactional Records Access Clearinghouse, a statistical research group at Syracuse University. The average wait for a case to be resolved is longest in California 639 days or about 21 months, followed by Massachusetts with 615 days, according to a February report by TRAC, the Syracuse-based group.
