The Transactional Records Access Clearinghouse (TRAC) of Syracuse University reports that the role of the federal government as the court of last resort when it comes to dealing with abusive government officials has long been spotty, with almost all of the matters recommended for prosecution by the FBI being declined by the assistant U.S. Attorneys.[citing TRAC research]
