The federal district court in San Francisco v Sessions ruled on October 5, 2018 that the Attorney General’s actions to condition grants to state and local agencies on their cooperation with ICE was unconstitutional and issued a nationwide injunction. As part of the facts relied upon by the court in justifying its decision showing immigration costs were being shifted onto the states and thus unconstitutional, the opinion sites TRAC’s research findings. The particular TRAC data the opinion cited showed California’s law enforcement agencies experienced double the detainer requests from ICE in one year – from 15,000 in fiscal year 2016 to 30,000 in fiscal year 2017.
