More than forty percent of the immigration detainers issued to local law enforcement agencies between 2002 and 2015 were directed to individuals with no criminal convictions. Data from this website, which track detainers through Freedom of Information Act requests, shows that of the 1,888,490 detainers obtained by TRAC from 2002 2015, 839,908 were issued to individuals with no criminal conviction. See Transactional Records Access Clearinghouse, Tracking Immigration and Customs Enforcement Detainers, available at http://trac.syr.edu/phptools/immigration/detainhistory
