The federal government is not required to
reimburse localities for the costs of detainers, and will only reimburse a local government(often pennies on the dollar)for the expense of holding an
individual once ICE takes custody. This leaves local
governments on the hook for wrongful detainers and, in Texas, about half of the time ICE agents never arrive to take the person into custody......[Citing TRAC research].
