The more involved a person is with her community, the less likely she is to abscond. Furthermore, the vast majority of detainees (89 percent in 2009)have never been convicted of a violent offense. There is no reason to believe that a person who has not engaged in violent crime in the past will do so in the future......[Citing TRAC research].
