Activists ask Dallas County sheriff to limit immigration holds

A recent study found that about half of ICE detainers were issued for people who had no convictions, and only about 12 percent of those held were convicted of serious felony offenses. The study, by the Transactional Records Access Clearinghouse, a public interest project at Syracuse University, covered about 500,000 holds placed in fiscal years 2012 and 2013.
