Data acquired by Syracuse University indicates that ICE issued 2,945 detainers to 90 law enforcement agencies in the state during the 2012 and 2013 fiscal years.
The Transactional Records Access Clearinghouse at Syracuse has issued a series of reports questioning the effectiveness of the detainers at making the public safer. For instance, 63 percent of the detainers issued in Iowa were for people with no criminal record, according to the data, which the university received through a public records request.
