Judge who oversees juvenile immigration docket is replaced

Sims, an immigration judge for nearly 20 years, has a reputation for being brusque and unyielding with government prosecutors, immigrants and their attorneys. He has one of the nation’s highest asylum-denial rates—saying no 83.5 percent of the time from 2007 through 2012, according to the Syracuse-based Transactional Records Access Clearinghouse. Baird denied asylum in 66 percent of his cases during the same period, while the national rate was 51 percent. The five immigration judges in North Texas are relatively tough on the foreign born by another measure: deportations. Seventy-seven percent of detained immigrants so far this fiscal year were deported compared to the national rate of 50 percent, according to the records clearinghouse.
