Meanwhile, case backlogs have grown by 23% in the last eighteen months and a staggering 82% over the last ten years.6The docket strain on judges is overwhelming: in FY 2009, it is estimated that about 229Immigration Judges were responsible for completing over 350,000 matters during the fiscal year,which, as stated above, averages more than 1500 completions per judge per year.7
