2004 Annual Report, IRS Oversight Board

The IRS Oversight Board was created by Congress in 1998 to oversee the direction, administration, and conduct of the Internal Revenue Service, in many ways this nation's most important and powerful agency. In its fourth annual report, the board concluded that while the IRS is getting better at working with taxpayers, an increasing number of them believes it is acceptable to cheat on their taxes. Citing IRS enforcement data that was developed by TRAC in April, the board said the continuing decline in enforcement programs aimed at business was a "serious and ongoing problem that threatens the very integrity of our tax administration system."
